Baby teeth are primary teeth, yes.
The child will not lose his/her first baby tooth until around 6 years of age (give or take a year or two), and when that starts to happen, you will have plenty of warning (it will become loose and might hurt a bit) so you can get the child to a pediatric dentist. So there should be very little risk of aspirating a loose baby tooth.
